Background
Claremont Retirement Management Services (“CRMS”) is an operator and developer of senior living communities in California, Colorado and Montana. CRMS is dedicated to successfully managing the development and operations of health care and rehabilitation centers, retirement communities, and other services for seniors.
With over 65 years of combined industry experience, the principles as CRMS have a proven track record of successfully implementing their mission statement.

CRMS was formed to provide management and consulting services for the development and operation of health and retirement facilities for the elderly."
CRMS provides a number of services to prospective clients. These services include; (1) evaluation of an existing market in terms of location, market size potential and levels of care offered; (2) creating a financial model for the project determining development, construction and operational costs; (3) conduct a marketing analysis of the project using focus groups to develop pricing strategies and marketing campaigns; (4) assist in employee staffing and training at the facility, providing ongoing in-service training; (5) provide a dietary analysis that include menu studies and food evaluation; (6) a comprehensive activities program; and (7) a caregiver training program.
Principals
Douglas R. Gill - President
Mr. Douglas Gill formed CRMS in 1989 after gaining 23 years of experience in operating other corporations that provide services to the elderly in California. He was formerly the Chief Operating Officer of Eskaton and President of The Guardian Foundation. These corporations managed 21 skilled nursing facilities, 12 congregate care facilities, 4 pharmacies and 2 home care agencies. Eskaton/Guardian was the largest non profit provider of services to the elderly in California, having operating revenues in excess of $80 million.
Prior to joining Eskaton/Guardian, Mr. Douglas Gill was Director of Operations for Pacific Homes Corporation. At that time Pacific Homes was the largest provider of Life Care facilities in the United States. Pacific Homes operated five CCRC’s, four skilled nursing facilities and a home health agency. The facilities and programs had 2,300 residents. He was previously regional vice president for Western Medical Enterprises (“WME”) between 1974 and 1977. WME was the second largest operator of skilled nursing facilities in California. WME was acquired in 1977 by ARA.
Mr. Douglas Gill has served on many boards of directors involving health care and retirement programs for the elderly. In 1986 he received the Public Services Award of the California Association of Homes for the Aging. Mr. Douglas Gill has a BA degree in History and Economics at California State University, Chico and did graduate work at the University of Iowa in Hospital and Health Administration.
Brian Walgenbach – Chief Operating Officer
Mr. Walgenbach has been associated with CRMS since 1989. When CRMS was hired to manage Claremont House in 1990, Mr. Walgenbach was the President of the non-profit entity formed to purchase the facility. In 1992 Mr. Walgenbach became the Executive Director for Claremont House. He became a partner at CRMS in 1993 with Mr. Gill assuming the additional responsibilities of overseeing the operations of CRMS. In 2002 Mr. Walgenbach joined Mr. Gill at the corporate offices of CRMS as Chief Operating Officer. During this time, Mr. Walgenbach was instrumental in the repositioning, growth and development of Claremont House, Golden Pond, Inglenook at Brighton and other CRMS properties. Mr. Walgenbach was also responsible for developing a marketing approach that enabled these facilities to maintain the highest occupancy rates in their respective markets. Golden Pond was acquired in 1997 with an 80% occupancy rate and a troubled financial history. Over the next two years, Mr. Walgenbach oversaw the governmental licensing process to add assisted living units and the implementation of a marketing program and a staff development program that increased occupancy to 97%. Mr. Walgenbach also over saw a multimillion dollar renovation of the facility in 2007. When Inglenook at Brighton was acquired in 2004, Mr. Walgenbach was responsible for the overhaul of the fire and life safety equipment allowing the facility to be licensed for assisted living units. As a result, 40 units were converted from independent living to assisting living units which was the primary driver in a 33% increase in revenue at the facility.
From 1990 to 1991, Mr. Walgenbach was the Executive Director for Glenwood Inn, an independent living facility. Mr. Walgenbach was responsible for implementing an assisted living program that significantly increasing revenue at the facility. Mr. Walgenbach held this position in addition to his duties as Andrew Associates.
From 1986 to 1991 Mr. Walgenbach was a property manager forAndrew Associates, a property management firm that specialized in the receivership of financially distressed properties. Mr. Walgenbach was responsible for overseeing the assets of hotels, apartments, commercial properties and senior living communities.
In 1986, Mr. Walgenbach received a B. S. degree in from University of California, Berkeley.
Justin D. Gill – Vice President of Acquisitions and Development
Mr. Justin Gill is responsible for locating and analyzing possible acquisition and development opportunities for CRMS as well as assisting in the overall management of CRMS’s existing communities. Mr. Justin Gill joined CRMS in 1999 as a financial analyst. His responsibilities included budgeting and financial analysis for existing properties. In 2002, Mr. Justin Gill became Executive Director of Claremont House, one of CRMS’s prior facilities. As Executive Director he reorganized the existing staff and made the operation more efficient in the delivery of services. In June 2005 Mr. Justin Gill founded Signature Home Care, a company which supplemented the needs of the residents at the Claremont House and other seniors in the surrounding community.
Mr. Justin Gill received his BS in Business Administration, Finance from the California State University, Sacramento. He is the son of Mr. Douglas Gill
